Official Milk Prices Posted Online

Full Title:
The Milk Prices Review Amendment Act

Summary#

  • This bill changes Manitoba’s Milk Prices Review Act to make milk prices easier for the public to see and understand.

  • It requires the Manitoba Council to publish its milk price orders online. When the Council sets minimum or maximum prices for fluid milk at retail, it must clearly show the price consumers should pay.

  • Manitoba Council must post every milk price order on a website and share it in other ways it thinks are helpful.

  • If the Council sets a minimum or maximum retail price for fluid milk, the posted notice must clearly state the consumer price.

  • The change takes effect on the day it receives Royal Assent.

  • It does not change how milk prices are decided, only how they are shared with the public.

What it means for you#

  • Consumers

    • You will be able to look up the official retail prices for fluid milk on a public website.
    • It will be easier to tell if a store is charging within the allowed price range.
    • Clear, plain-language prices can help with budgeting and reduce confusion at checkout.
  • Retailers

    • You will have a single, official source to check current minimum or maximum prices for fluid milk.
    • Price tags and checkout systems should match the posted consumer prices when they apply.
    • Clear postings may reduce disputes with customers and help with compliance.
  • Manitoba Council

    • Must keep price orders public and easy to find online.
    • When retail price limits are set, must communicate the actual consumer price in clear, understandable terms.
  • Farmers and processors

    • No direct change to how prices are set for you; this amendment is about public transparency.

Expenses#

  • Estimated cost at a glance: minimal administrative costs to post and update information online; no official fiscal estimate available.
  • Likely costs include maintaining a web page and preparing clear public notices.
  • No new program spending or payments are created by this bill.

Proponents' View#

  • Makes milk prices transparent and easy for everyone to find.
  • Helps consumers know what they should pay at the store.
  • Supports fair enforcement by giving retailers and shoppers the same clear information.
  • Builds trust by using plain language and public posting.
  • Achieves these goals at low cost.

Opponents' View#

  • Adds administrative work for the Council to publish and update prices.
  • Could cause confusion if people expect one price for all milk types or sizes not covered by the order.
  • Requires quick updates; any delay or error in posting could mislead shoppers and retailers.
  • Improves transparency but does not directly lower milk prices or address affordability.
