Summary#
Three credit unions published notices saying their members will vote on plans to switch from provincial charters to federal charters and to merge with other federal credit unions. If approved and if regulators also agree, deposit insurance for their customers would move from provincial insurers to the Canada Deposit Insurance Corporation (CDIC), with different limits and rules.
What it does#
- ABCU Credit Union Ltd.: members will vote on June 25, 2025 to apply to become a federal credit union and then amalgamate with Innovation Federal Credit Union. (Notice dated May 24, 2025.)
- Prospera Credit Union and Sunshine Coast Credit Union: each published notices (dated May 17, 2025) about votes to apply to become federal credit unions and to amalgamate with Coast Capital Savings as part of a three‑way transaction.
- If a credit union becomes federal and the amalgamation takes effect (the “continuation/amalgamation day”), membership in the provincial deposit insurer will end and the credit union will become a CDIC member.
- Transitional protection: for deposits that existed before the continuation day (“pre‑existing deposits”), CDIC would temporarily assure coverage that matches the provincial insurer for those deposits during a transition period. The transition period for demand deposits is 180 days; for term deposits it lasts until the term ends.
- After the transition period ends, CDIC’s standard rules apply. Key differences from some provincial schemes:
- Coverage limit: $100,000 maximum per insurance category, per CDIC member institution.
- Some items that provincial insurers covered may not be covered by CDIC (for example, certain non‑equity shares, traveller’s cheques, and deposits payable outside Canada).
- The notices say member votes and regulator approvals are required. None of the continuances or amalgamations is guaranteed yet.
Who's affected#
- Members and depositors of ABCU Credit Union Ltd., Prospera Credit Union, and Sunshine Coast Credit Union.
- ABCU members have a specified vote on June 25, 2025; Prospera’s and Sunshine Coast’s notices do not give a vote date in the text but were published May 17, 2025.
- People with large balances or multiple accounts at those credit unions, and those holding products that provincial insurers cover but CDIC may not (see next section).
- Customers who plan to make new deposits on or after the continuation day — those deposits are governed immediately by CDIC standard rules, not the transition protection.
- In the Prospera/Sunshine Coast transaction, customers of Coast Capital Savings are indirectly involved because it is already a CDIC member and will be part of the merged federal institution.
Why it matters#
- Insurance limit change: provincial insurers described in the notices (the Credit Union Deposit Guarantee Corporation (CUDGC) in Alberta and the Credit Union Deposit Insurance Corporation of British Columbia (CUDIC) in B.C.) currently cover the full amount of many deposits. After a move to CDIC, eligible deposits would generally be insured only up to $100,000 per category. That could reduce protection for people with larger balances.
- Timing matters: existing deposits get temporary protection during the transition (up to 180 days for demand deposits), but new deposits made on or after the continuation day will be subject to CDIC limits right away.
- Some products may lose protection entirely under CDIC (for example, certain non‑equity shares, traveller’s cheques, and deposits payable outside Canada). If you hold those products, you should check the credit union’s member materials or contact them for examples.
- Nothing is final yet: members still need to vote, and federal regulatory approval is required. The notices are intended to inform members before they vote.
