Summary#
On May 5, 2025, the Canadian International Trade Tribunal found there was no reasonable indication that dumping or subsidizing of renewable diesel from the United States had caused or was threatening injury. As a result, the Canada Border Services Agency ended its investigations into those dumping and subsidy complaints, effective May 6, 2025.
What it does#
- Ends the Tribunal’s preliminary injury inquiry into imports of renewable diesel from the United States.
- Directs the Canada Border Services Agency to terminate its related investigations of dumping and subsidizing, effective May 6, 2025.
- The decision covers liquid fuel produced by hydrogenation from biomass that meets fuel standards commonly called renewable diesel or HDRD (as described in the Tribunal’s notice).
Who's affected#
- Importers and exporters of renewable diesel between the United States and Canada.
- Canadian fuel distributors, wholesalers and businesses that buy or blend renewable diesel.
- Canadian producers of renewable diesel or competing fuels who were involved in or watching the complaint.
- Trade lawyers, industry groups and government officials who follow anti-dumping and subsidy cases.
If you are unsure whether a specific company or shipment is covered, the notice does not list individual firms.
Why it matters#
- No provisional anti-dumping or countervailing duties will come from this preliminary step, so U.S. renewable diesel imports can continue without those trade measures tied to this inquiry.
- That can affect fuel supply, prices, and competition in Canadian markets for low‑carbon diesel alternatives.
- The decision is based on the Tribunal’s view of the evidence at the preliminary stage; it does not rule on every possible legal or commercial question about the product.
