Summary#

On March 31, 2026, the Canada Border Services Agency (CBSA) said it will extend the preliminary phase of an investigation under the Special Import Measures Act (SIMA) into alleged injurious dumping and subsidization of forged grinding media from the People’s Republic of China. The preliminary phase was extended from 90 days to 135 days, so a decision is expected on or before May 25, 2026.

What it does#

  • Extends the preliminary investigation period from 90 days to 135 days because of the complexity or novelty of the issues and the number of people involved.
  • Sets the deadline for preliminary determinations (to either find dumping/subsidization or to end the investigations for some or all goods) at on or before May 25, 2026.
  • Gives a contact for more information: the SIMA Registry and Disclosure Unit (email: simaregistry-depotlmsi@cbsa-asfc.gc.ca).

Who's affected#

  • Exporters and producers of forged grinding media in the People’s Republic of China.
  • Companies that import, distribute or sell forged grinding media into Canada.
  • Canadian manufacturers that produce similar products and businesses that rely on forged grinding media (they may see price or supply effects).
  • The notice does not name specific companies beyond those groups.

Why it matters#

  • The extension delays a preliminary outcome that could lead to duties or other measures on imports. That means uncertainty about costs and supply for importers and users will continue until the new deadline.
  • If the CBSA issues preliminary findings of dumping or subsidization, importers could face provisional duties or other trade remedies, which affect prices and sourcing decisions.
  • Interested parties have until the decision date to provide information or prepare for whichever outcome occurs.
