Summary
Summary#
The Canada Gazette (Part I, Vol. 160, No. 38), published September 19, 2026, printed a batch of notices from the Canadian International Trade Tribunal, the Public Service Commission, and the Canada Revenue Agency. The notices include trade hearings and inquiries, permissions for a few federal employees to run in municipal elections, and the planned revocation of several charities’ registrations.
What it does#
-
Canadian International Trade Tribunal will hold a public hearing on appeals in the case Wayfair LLC v. President of the Canada Border Services Agency on October 19 and 20, 2026 (appeals EA-2025-019 and EA-2025-020). The goods in question are various models of chairs and stools and the issue is whether they fall under an existing finding about upholstered domestic seating from China and Vietnam.
-
The Tribunal started procurement inquiries into two government contracts:
- File PR-2026-025: complaint by WSS INC. about a Department of Fisheries and Oceans (DFO) solicitation for a research vessel and crew (solicitation 30007023B). The complainant alleges the bid evaluation and debriefing were not compliant with the solicitation.
- File PR-2026-041: complaint by Stoof International GmbH about a Department of Public Works and Government Services (PWGSC) solicitation for 20 armoured civilian-style vehicles (solicitation WS5608957705/Doc5695708727). The complainant alleges problems with how bids were evaluated against technical requirements.
-
The Tribunal launched an anti-dumping and countervailing inquiry (inquiry NQ-2026-005) under the Special Import Measures Act into certain steel rack components from the People’s Republic of China. Key dates:
- Deadline to file notice of participation: September 17, 2026.
- Hearing scheduled for the week of November 30, 2026. The goods are described in detail in the notice (various steel posts, beams, bracing and related components).
-
The Tribunal submitted its report on a safeguard inquiry (file GC-2025-001) about certain vegetable goods to the Governor in Council on September 9, 2026.
-
Public Service Commission granted permission for three public servants to run in municipal elections:
- Kent Hawbolt (Public Services and Procurement Canada) to run for Councillor in Morell, Prince Edward Island — election November 2, 2026.
- Antonio Iannazzo (National Defence) to run for Councillor in Merrickville‑Wolford, Ontario — election October 26, 2026.
- Neil Ladell (Fisheries and Oceans Canada) to run for Councillor in Comox, British Columbia — election October 17, 2026.
-
Canada Revenue Agency signalled intention to revoke the registrations of these charities (they asked to consolidate or merge):
- 118993674RR0001 — LA FABRIQUE DE LA PAROISSE DE SAINT-LAMBERT (Saint‑Lambert, QC)
- 744557489RR0001 — SIGN LANGUAGE CONGREGATION OF JEHOVAH’S WITNESSES, OTTAWA, ONTARIO
- 844241679RR0001 — FONDATION SOCODEVI POUR LE DÉVELOPPEMENT INTERNATIONAL (Québec, QC)
- 891826968RR0001 — THE VOLUNTEER CENTRE OF ST. LAWRENCE‑RIDEAU (Brockville, ON)
Who's affected#
- Companies and importers involved with upholstered seating and the specific chairs/stools in the Wayfair appeals.
- Suppliers and bidders on federal contracts, especially:
- WSS INC. and other firms that bid on the DFO research vessel contract.
- Stoof International GmbH and other bidders for the PWGSC armoured vehicles contract.
- Importers, domestic producers, warehouse operators, and retailers that use or sell the defined steel rack components from China — they may be affected if duties or measures result from the inquiry.
- Municipal voters and local communities where Kent Hawbolt, Antonio Iannazzo, and Neil Ladell are running.
- The four charities named and their donors or beneficiaries.
Why it matters#
- Trade inquiries and appeals can lead to duties or trade remedies. If the Tribunal finds dumping, subsidizing, or injury, import costs for affected steel racks and seating could rise or supply chains could change.
- Procurement inquiries can change who wins government contracts or lead to re-evaluation of bids. That matters to businesses that supply the government and to taxpayers if contract awards are revisited.
- Permissions from the Public Service Commission show how federal rules allow employees to take part in municipal politics while keeping transparency about conflicts.
- Revocation of charity registrations affects those charities’ tax status and can change how donors claim tax benefits or how the organizations operate after merging.
