Summary#
The federal government issued the Ministerial Instructions Amending the Ministerial Instructions with respect to the Rural and Northern Community Immigration Class under the Immigration and Refugee Protection Act. The changes, published on February 21, 2024, alter how long community recommendations remain valid and adjust the schedule dates for certain listed community organisations until July 31, 2024.
What it does#
- Changes how long a local recommendation from an economic development organisation is valid:
- A recommendation issued on or before February 29, 2024 continues to be valid for six months from the date it was issued.
- A recommendation issued on or after March 1, 2024 is valid only until August 31, 2024 (regardless of the issue date).
- Makes any recommendation immediately invalid if the recommending economic development organisation revokes it or is removed from the schedule.
- Updates the schedule that lists participating organisations so that the period shown for items 1 to 11 now ends on July 31, 2024 (with start dates ranging from November 1, 2019 to April 1, 2020).
- These instructions take effect on the day they were given (published February 21, 2024).
Who's affected#
- People applying under the Rural and Northern Community Immigration Class who need a local recommendation to support their application.
- Local economic development organisations that issue those recommendations.
- Employers, recruiters, or community groups in the listed rural and northern communities that help prospective applicants.
- Immigration representatives and lawyers who prepare and time applications for clients using these recommendations.
If it’s unclear whether a specific organisation is one of the items updated in the schedule, applicants should check the official schedule or contact Immigration, Refugees and Citizenship Canada for confirmation.
Why it matters#
- The rule change changes the deadline pressure for applicants. Recommendations issued after March 1, 2024 will all expire on August 31, 2024, which can give some applicants a much shorter window to file their immigration application than the previous six-month rule.
- Organisations that recommend candidates should be aware their recommendations can be revoked or invalidated immediately if they are removed from the schedule.
- The schedule update (periods ending July 31, 2024) clarifies which community organisations are currently authorised to recommend candidates and for how long—useful for anyone planning to apply through those communities.
