Charity Revocations; Procurement Inquiries

Summary#

• Canadian International Trade Tribunal: Decided to hold inquiries into two procurement complaints:

  • Complaint from Oracle Canada ULC (File PR-2024-015) about Solicitation CS-IAAS-2024 by Shared Services Canada. Decision to inquire made May 29, 2024. Oracle alleges unclear or unfair supplier selection and prequalification rules.
  • Complaint from Weatherlogics Inc. (File PR-2024-013) about Solicitation 5000073434 by Environment and Climate Change Canada (ECCC) for updated precipitation datasets. Decision to inquire made May 27, 2024. Weatherlogics alleges its bid was unfairly re-evaluated.

• Canadian Radio-television and Telecommunications Commission (CRTC): Posted abridged decisions and an order. Highlights include:

  • Decision 2024-113 approving Radio Nord-Joli inc. (CFNJ-FM, Joliette, Quebec).
  • Decision 2024-114 for Arsenal Media Inc. (new commercial FM, Joliette, Quebec).
  • Order 2024-117 relating to telecommunications fees.

• Public Service Commission: Granted permission to Kethlande Pierre, a public servant at Innovation, Science and Economic Development Canada, to run as a candidate for Councillor, District Carrefour-de-l’Hôpital, in the City of Gatineau municipal election to be held June 9, 2024. Who's affected#

• The five named charities and their members, donors, and any organizations that received transfers from them.
• Companies that bid, or planned to bid, on the two challenged procurements — notably Oracle Canada ULC, Weatherlogics Inc., Shared Services Canada, and Environment and Climate Change Canada — plus other competing suppliers.
• Local broadcasters and listeners in Joliette, Quebec, and parties concerned with telecommunications fees (as reflected in the CRTC items).
• Kethlande Pierre, colleagues at Innovation, Science and Economic Development Canada, and voters in the Gatineau municipal ward up for election.

Why it matters#
