Summary#
On October 4, 2023, the Canadian International Trade Tribunal said it will continue an existing trade remedy order under the Special Import Measures Act. The order keeps in place the Tribunal’s earlier finding that stainless steel sinks from the People’s Republic of China were being dumped and subsidized.
What it does#
- The Tribunal continued Expiry review RR-2022-002, which itself continued the Tribunal’s earlier order Expiry review RR-2017-001 (originally made on February 8, 2018).
- That continuation preserves, without change, the Tribunal’s finding from Inquiry NQ-2011-002 made on May 24, 2012, about dumping and subsidizing of stainless steel sinks from the People’s Republic of China.
- The notice points readers to the Tribunal’s order for the full description of the goods covered and any exclusions.
Who's affected#
- Canadian manufacturers of stainless steel sinks (domestic producers).
- Importers and distributors who bring stainless steel sinks into Canada from the People’s Republic of China.
- Retailers and, potentially, consumers — if import costs or duties influence prices or the choice of suppliers.
- If it’s unclear whether a particular sink model is covered, the Tribunal’s order contains the detailed description.
Why it matters#
- Keeping the finding in place means the trade-remedy measures tied to that finding remain effective. That can affect import costs and supply choices for sinks from China.
- For Canadian producers, it maintains a legal finding that may protect them from unfairly priced imports. For importers and retailers, it signals they should check the Tribunal’s order to see if their products are covered and whether duties or other measures apply.
