ABCU and Innovation to amalgamate federally

Summary#

Two notices in the Canada Gazette say separate groups of financial firms plan to combine.

• ABCU Credit Union Ltd. and Innovation Federal Credit Union plan to become one federal credit union named Innovation Federal Credit Union, with a proposed effective date of April 1, 2026.
• Aviva Insurance Company of Canada, Traders General Insurance Company, Elite Insurance Company and Pilot Insurance Company plan to amalgamate into Aviva Insurance Company of Canada, with a proposed effective date of January 1, 2026.

What it does#

• For the credit unions:
  • The two credit unions intend to file to continue as a federal credit union under the Bank Act and then immediately merge into one federal credit union called Innovation Federal Credit Union.
  • The merged credit union’s head office would be in Swift Current, Saskatchewan.
  • The application is expected to be filed on or after August 18, 2025, with the proposed effective date April 1, 2026 (or another date set in the paperwork).
  • People can object in writing to the Office of the Superintendent of Financial Institutions by September 16, 2025.
• For the insurers:
  • Four insurers plan a joint application to merge into one company using the name Aviva Insurance Company of Canada (and the French name given in the notice).
  • The amalgamated company’s head office would be in Toronto, Ontario.
  • The application is expected to be filed on or after August 25, 2025, with the proposed effective date January 1, 2026 (or another date fixed in the letters patent).
• For both notices:
  • The Gazette publication is a formal step. It does not mean the approvals will be granted; approvals depend on federal review and the discretion of the Minister of Finance.

• For the credit-union plan:
  • Members and depositors of ABCU Credit Union Ltd. and Innovation Federal Credit Union.
  • Employees, local branches and the Swift Current community may notice changes in branding or management.

• For the insurance plan:
