Summary
Summary#
This Canada Gazette issue collects short notices from a few federal bodies. It corrects some charity revocation notices from the Canada Revenue Agency, lists winners from a Newfoundland and Labrador offshore land sale, notes recent Canadian Radio-television and Telecommunications Commission postings, and records a permission from the Public Service Commission for a public servant to run in a municipal election.
What it does#
-
Corrects and updates charity revocation notices published earlier by the Canada Revenue Agency under the Income Tax Act. Some notices were published in error (an erratum), and some charities were sent new notices of proposed revocation for failing to meet filing or registration rules. Affected charity names mentioned include CEDAR DISTRICT 4 – H. SENIOR ADVISORY COUNCIL, FONDATION DU MUSÉE DES POMPIERS DU QUÉBEC (FMPQ) / QUÉBEC FIRE FIGHTERS MUSEUM FOUNDATION (QFMF), EAST HANTS EMERGENCY RESPONSE ASSOCIATION, VICTORY CHRISTIAN CENTRE INTERNATIONAL OF NIAGARA INC., and THE CANADIAN FRIENDS OF WCFE-TV 57.
-
Announces selected bids from Call for Bids No. NL22-CFB01 by the Canada–Newfoundland and Labrador Offshore Petroleum Board. Subject to ministerial approval, the Board will issue exploration licences in January 2023 for these parcels:
- Parcel No. 8 — Work expenditure bid $181,575,321.00, bid deposit $10,000.00. Bidders: ExxonMobil Canada Ltd. (70%) and QPI Energy Canada Ltd. (30%). Designated representative: ExxonMobil Canada Ltd.
- Parcel No. 26 — Work expenditure bid $15,200,000.00, bid deposit $10,000.00. Bidders: Equinor Canada Ltd. (60%) and BP Canada Energy Group ULC (40%). Designated representative: Equinor Canada Ltd.
- Parcel No. 27 — Work expenditure bid $14,000,000.00, bid deposit $10,000.00. Same bidders and representative as Parcel No. 26.
- Parcel No. 28 — Work expenditure bid $10,800,000.00, bid deposit $10,000.00. Same bidders and representative as Parcel No. 26.
-
Notes that the Canadian Radio-television and Telecommunications Commission posts detailed decisions and documents on its website. The Gazette item lists an application window and administrative decisions, and shows a deadline for submissions of interventions, comments, or replies of January 9, 2023.
-
Records that the Public Service Commission, under the Public Service Employment Act, granted permission to Darryl Branch, a public servant, to seek election and be a candidate for Councillor, Ward 2, City of Bathurst. The municipal election date named was November 28, 2022.
Who's affected#
- The charities named by the Canada Revenue Agency and their donors.
- Energy companies involved in the offshore bids: ExxonMobil Canada Ltd., QPI Energy Canada Ltd., Equinor Canada Ltd., and BP Canada Energy Group ULC.
- People and businesses in Newfoundland and Labrador with interests in offshore exploration or marine use near the awarded parcels.
- Broadcasters, license applicants, and members of the public who follow or want to comment on CRTC proceedings (deadline January 9, 2023).
- Darryl Branch personally, and voters in Ward 2 of the City of Bathurst.
If any group above is unclear from the notice, the original Gazette entries or the named agencies can provide details.
Why it matters#
- Changes to charity registration notices can affect whether a charity can issue tax receipts and how donors should treat gifts for tax purposes. Corrections (errata) can also clarify mistakes that might otherwise harm a charity's reputation.
- The offshore bids show large planned investments (for example, $181,575,321.00 for Parcel No. 8). If licences are issued in January 2023, companies may start exploration work later, which could lead to jobs, business activity, and environmental review in the region.
- The CRTC posting and the January 9, 2023 deadline matter to anyone who wants to comment on broadcasting or telecom filings. Public input can influence licence renewals or changes.
- The Public Service Commission permission allows a federal employee to participate in local democracy. Voters in Bathurst had the chance to consider that candidate in the November 28, 2022 municipal election.
