Summary
Summary#
These final rules change the provincial turkey marketing quotas for the 12‑month control period from April 26, 2020 to April 24, 2021. The new schedule of poundages was registered and came into force on May 1, 2020 under the authority of the Farm Products Agencies Act and the Canadian Turkey Marketing Quota Regulations, 1990.
What it does#
- Replaces the schedule in the Canadian Turkey Marketing Quota Regulations, 1990 with a new provincial distribution of turkey pounds for the control period beginning April 26, 2020 and ending April 24, 2021.
- Lists the poundage allotted to each province for that period:
- Ontario: 166,733,230 pounds
- Quebec: 74,820,129 pounds
- Nova Scotia: 8,803,723 pounds
- New Brunswick: 7,776,002 pounds
- Manitoba: 30,673,640 pounds
- British Columbia: 42,556,867 pounds
- Saskatchewan: 11,672,747 pounds
- Alberta: 31,907,096 pounds
- Total: 374,943,434 pounds
- States that the amendment revises the limits used when deciding an individual producer’s market allotment or when issuing a new allotment within a province for that control period.
- The change was finalized and came into force on the day the regulations were registered (May 1, 2020).
Who's affected#
- Turkey producers and processors who receive or trade market allotments under the marketing system.
- The Canadian Turkey Marketing Agency, which administers and enforces the quota plan.
- Provincial marketing organizations and anyone who allocates or tracks supply at the provincial level.
- It is not clear from the notice whether this changes individual producers’ allotments directly; it updates the provincial totals that are used to calculate those allotments.
Why it matters#
- Provincial poundages determine how much turkey production can be marketed in each province for the 12‑month period. That influences producers’ production planning, sales, and any transfers of allotments.
- A change in the provincial totals can affect competition and supply in local markets and could change how much new producers can access market allotments.
- Because this is a final regulation that took effect on May 1, 2020, the new numbers were the legal basis for allotments and decisions for the control period starting April 26, 2020.
