Summary

Summary#

The Regulations Amending the Special Economic Measures (Iran) Regulations add five individuals and four entities to Canada’s Iran sanctions list. The amendments were registered and came into force on March 25, 2026 and were published in the Canada Gazette on April 8, 2026.

What it does#

  • Adds the following entities to Part 1 of Schedule 1 of the Special Economic Measures (Iran) Regulations:
    • Chekad Sanat Faraz Asia (also known as Shakad Sanat Asmari)
    • Saad Sazah Faraz Sharif (also known as Sadid Sazeh Parvaz Sharif and Daria Fanavar Borhan Sharif)
    • Kimia Part Sivan Company (also known as KIPAS)
    • Sarmad Electronic Sepahan Company
  • Adds the following individuals to Part 2 of Schedule 1:
    • Ehsan Imaninejad
    • Hadi Zahourian
    • Mohammad Shahab Khanian
    • Ehsan Rahat Varnosfadrani
    • Rahmatollah Heidari
  • People and entities listed under the Regulations are subject to Canada’s sanctions rules. That means anyone in Canada, or any Canadian outside Canada, is generally prohibited from:
    • dealing in the property of listed persons;
    • entering into transactions with them;
    • providing services to them; or
    • transferring property to them or otherwise making goods available to them.
  • Listed individuals become inadmissible to Canada under the Immigration and Refugee Protection Act.
  • Enforcement authorities named in the notice include Global Affairs Canada, the Royal Canadian Mounted Police, and the Canada Border Services Agency. Penalties for knowingly breaking the Regulations can include a fine of up to $25,000 or imprisonment for up to one year on summary conviction, or up to five years on indictment.

Who's affected#

  • The newly listed persons and companies named above.
  • Canadians and people in Canada who might otherwise do business, provide services, or transfer goods or money to those listed.
  • Canadian financial institutions and businesses that screen customers and transactions for sanctions compliance. They must update monitoring systems to include the new names.
  • Federal agencies that implement and enforce sanctions: Global Affairs Canada, Immigration, Refugees and Citizenship Canada, Royal Canadian Mounted Police, and Canada Border Services Agency.
  • The broader public is unlikely to see immediate changes, since the department says the newly listed persons have limited known ties to Canada.

Why it matters#

  • These are targeted sanctions. They freeze the listed persons out of normal commercial and financial dealings with Canadians. That can cut off access to funds, services, and travel to Canada.
  • The change is part of Canada’s response to what the government describes as Iran’s role in supplying missiles, drones and related technology to regional proxies and to Russia. The aim is to increase pressure on those believed to be supporting these activities.
  • For most Canadians and small businesses the practical impact should be minimal, because the government assessed the newly listed people and entities have limited commercial links to Canada. However, companies that already work in sectors connected to Iran or that do international business should check their compliance systems.
