Summary#
This Canada Gazette Part I item (published March 1, 2025) collects several short notices from federal commissions and agencies. Key items include proposed revocations of four charities’ registered status, a public hearing and a few trade tribunal decisions, and routine broadcasting decisions and consultations.
What it does#
- Canada Revenue Agency notifies it intends to revoke the registration of four charities for failing to meet requirements of the Income Tax Act. The revocations are stated to be effective on publication. The charities listed are:
- Elders in Community Foundation (business number 801315474RR0001), Vancouver, B.C.
- Thrive Community Foundation (business number 812977569RR0001), Vancouver, B.C.
- Delicate Balance Foundation (business number 823786199RR0001), Vancouver, B.C.
- Paraklesis Foundation (business number 826790289RR0001), Blackfalds, Alta.
- Canadian International Trade Tribunal:
- Scheduled a public hearing by videoconference for the appeal S. Beaulieu v. President of the Canada Border Services Agency about whether two SOG Trident knives are properly classified as a prohibited weapon under tariff item 9898.00.00. Hearing date: April 1, 2025.
- Issued a preliminary finding (inquiry PI-2024-003) on February 3, 2025 that there is a reasonable indication that dumping of corrosion-resistant steel sheet from Borçelik Çelik Sanayi Ticaret A.Ş. (Turkey) may have injured the domestic industry.
- Determined on February 5, 2025 that a complaint by White Bear Industries Ltd. about a Public Works procurement involving highway maintenance was valid.
- Canadian Radio-television and Telecommunications Commission (CRTC) published several routine administrative decisions affecting local broadcast undertakings (including decisions involving Canadian Broadcasting Corporation stations and Cogeco Connexion Inc.) and posted notices of consultation with filing deadlines such as March 18, 2025 and April 7, 2025.
Who's affected#
- The four named charities, their staff, volunteers, and current or future donors. If revocation proceeds, those charities could lose registered-charity privileges.
- Donors who gave tax-receipted gifts to those charities may be affected if the organizations lose registration.
- Importers, exporters, and Canadian producers in the steel industry because the tribunal’s finding could lead to anti-dumping measures or other trade actions.
- The parties to the customs/knife classification appeal, including the Canada Border Services Agency and the appellant.
- Companies that bid on or perform government contracts, especially those involved in the Alaska Highway procurement at issue in the White Bear Industries decision.
- Broadcasters, cable operators, and communities served by the stations and systems listed in the CRTC decisions and consultations.
Why it matters#
- Losing registered charity status usually means an organization can no longer issue official donation receipts. That can reduce donations and change how a charity operates or serves its beneficiaries.
- A tribunal finding of dumping and injury can lead to duties or other trade remedies. That can change prices, supply chains, and competition for steel products in Canada.
- The procurement ruling could affect who wins or is allowed to participate in government contracts. That can affect local jobs and businesses that rely on public contracts.
- CRTC decisions and consultations can change local broadcasting services or rules. That can affect what radio or TV services are available in some communities and how they are regulated.
