Summary#

The Canada Gazette lists several notices from federal commissions. The main items are an expiry review started into duties on corrosion-resistant steel sheet, a procurement inquiry about construction management services, and a continued order on steel piling pipe. The Gazette also posts new CRTC consultation notices and a few broadcasting decisions.

What it does#

  • Expiry Review RR-2023-008: The Canadian International Trade Tribunal has started a review of its finding made on February 21, 2019 about dumped corrosion-resistant flat-rolled steel sheet from the People’s Republic of China, Chinese Taipei, India and Korea.
    • The Canada Border Services Agency (CBSA) will first decide whether ending the finding would likely lead to resumed or continued dumping.
    • If the CBSA says dumping would likely resume, the Tribunal will then decide whether that dumping would likely hurt Canadian producers.
    • The CBSA must give its decision by June 13, 2024 and the Tribunal will issue its order and reasons by November 20, 2024.
    • Firms or governments that want to take part must file a notice by January 30, 2024. A public hearing is set to start on September 9, 2024.
    • The review covers specific corrosion-resistant steel sheet sizes and types and lists several exclusions (for example, some automotive and aeronautic uses, stainless products, and certain coatings).
  • Procurement inquiry (File PR-2023-053): The Canadian International Trade Tribunal accepted a complaint from EBC Inc. about a construction management procurement by the Department of Public Works and Government Services (PWGSC).
    • The Tribunal decided on January 18, 2024 to hold an inquiry after EBC alleged PWGSC refused to consider information EBC had sent on time.
  • Steel piling pipe order continued: On January 17, 2024 the Tribunal continued, without change, an order that keeps in place the previous finding about dumped and subsidized carbon and alloy steel piling pipe from the People’s Republic of China. The original finding dates back to November 30, 2012.
  • CRTC notices and decisions: The Canadian Radio-television and Telecommunications Commission posted consultation notices (publication date January 17, 2024) with intervention deadlines of February 19, 2024 and February 16, 2024, and published a couple of short-form decisions about specific broadcast licences.

Who's affected#

  • Importers and exporters of corrosion-resistant flat-rolled steel sheet from China, Chinese Taipei, India and Korea.
  • Canadian steelmakers and companies that use that steel in manufacturing; they could see price or supply effects if duties stay or return.
  • Firms that bid on federal construction management contracts, including EBC Inc. and the Department of Public Works and Government Services (PWGSC). The inquiry could affect how that procurement is reviewed or awarded.
  • Importers and exporters of carbon and alloy steel piling pipe from China; the existing restrictions or measures remain in place.
  • Broadcasters and members of the public who follow or want to take part in CRTC consultations and licence decisions.

Why it matters#

  • The expiry review could lead to continued or renewed anti-dumping measures on corrosion-resistant steel. That affects prices, availability, and competitiveness for manufacturers, builders and importers in Canada.
  • The procurement inquiry is about fairness in a federal tender. Its outcome could change who wins the contract or how future procurements are handled.
  • Continuing the piling pipe order keeps in place trade remedies that can affect construction and infrastructure projects that use piling pipe.
  • CRTC consultations and decisions signal regulatory changes or licence approvals that matter to broadcasters and to people who want to make submissions to the Commission.
