Changes to Domestic Substances List

Order 2025-66-10-01 Amending the Domestic Substances List: SOR/2025-215

This Order amends the Domestic Substances List under the Canadian Environmental Protection Act, 1999 by adding six substances, removing several Part 3 entries, and replacing three masked chemical names with more descriptive names. It came into force on 2025-10-28 and affects companies that manufacture, import or use the named substances by changing how they are recorded for regulatory tracking.

Summary

Summary#

Order 2025-66-10-01 Amending the Domestic Substances List changes which chemicals are recorded on Canada’s official list of existing domestic substances. The Order is made under the Canadian Environmental Protection Act, 1999 and came into force on October 28, 2025 (the date it was registered).

What it does#

  • Adds six substances to Part 1 of the Domestic Substances List. The Order lists these entries by their CAS numbers:

    • 12269-78-2
    • 71308-16-2 (N)
    • 103115-52-2 (N‑P)
    • 105167-53-1 (T)
    • 1207256-53-8 (T)
    • 1213771-77-7 (N‑P)
  • Removes several substances from Part 3 of the List, including:

    • 14068-1 (T)
    • Adipic acid, polymer with triethylamine, 3‑hydroxy-2-(hydroxymethyl)-2-alkylpropanoate, neopentyl glycol, alkanediamine and 1,1'-methylenebis[4-isocyanatocyclohexane]
    • 14416-7 (T) Alkanedioic acid, polymer with alkenedioic acid, carbomonocyclic anhydride and carbopolycyclic diol
    • 14483-2 (N‑P) 1,3,5‑Triazine-2,4,6(1H,3H,5H)-trione, 1,3,5‑tris(3‑substitutedmethylphenyl)-, homopolymer, nonylphenol‑blocked
    • 14701-4 (N) Alkenylanthraquinone
    • 16133-5 (N‑P) N‑Sulfoalkyl-aminocarbonylalkenyl, polymer with N,N‑dialkyl-aminocarbonylalkenyl, calcium salt
  • Replaces three masked names in Part 3 with more descriptive chemical names:

    • Masked “13419-0 N‑P” is replaced by: Alkanedioic acid, polymer with 1,3‑bis[(5‑isocyanato‑1,3,3‑trimethylcyclohexyl)methyl]-heteromonocycledione, dialkylpropanedisubstituted and 1,5‑pentanedisubstituted
    • Masked “13818-3 N” is replaced by: Carbomonocyclicdisubstituted acid, polymer with alkanediol, hexanedisubstituted acid and heteropolycyclicdione
    • Masked “15105-3 N” is replaced by: Carbomonocyclicdicarboxylic acid, polymer with dimethylalkanediol, 1,2‑ethanediol, hexanepolysubstituted acid, heteropolycyclicdione
  • The Order states it comes into force on the day it was registered (that registration date was October 28, 2025). The Regulatory Impact Analysis Statement for this Order is published alongside a related Order (see SOR/2025-217).

Who's affected#

  • Companies that make, import or use the specific substances named in the Order.
  • Chemical manufacturers and formulators who track the Domestic Substances List to meet reporting or compliance obligations.
  • Regulators and analysts who monitor and assess chemicals in Canada.
  • It is not always clear from the Order which downstream products or consumer goods will contain the named substances. If a name is masked or highly technical, affected businesses may need to check their supply chains to see if it applies to them.

Why it matters#

  • Being on the Domestic Substances List means a substance is officially recorded as existing in Canada. That status matters for how the government tracks, assesses, and may regulate chemicals.
  • Adding or removing entries can change which substances are visible to regulators and industry. This can affect reporting duties, future risk assessments, and monitoring priorities.
  • Replacing masked names with clearer chemical descriptions improves transparency. It helps companies and the public identify whether a particular chemical is included.
