Regulations Amending the Transportation of Dangerous Goods Regulations (Canadian Update): SOR/2026-127

These final regulations require at least one buffer car (an empty or non-dangerous rail car) between any placarded dangerous-goods rail car and an occupied locomotive on all trains in Canada, and clarify placement and train-dynamics limits. These are final rules (SOR/2026-127) that change the Transportation of Dangerous Goods Regulations.   • Incorporates by reference two updated standards from the Canadian General Standards Board: CAN/CGSB‑43.147 (rail tank cars) and CAN/CGSB‑43.149 (ton containers), replacing the older TP14877 reference so the rules stay aligned with current industry practice.
  • Harmonizes many shipping names, special provisions and exemptions with the UN Recommendations and with the U.S. 49 CFR where appropriate (examples: alkali/alkaline-earth metals, light bulbs, pesticides, refrigerating machines).
  • Removes some outdated or confusing wording, clarifies when marks (labels/placards/UN numbers) must be visible, and lets certain routine activities (e.g., emergency equipment for enforcement officers, IBC/drum residue transport for testing) be carried out without recurring special certificates.
  • Eliminates the need for many existing equivalency certificates (ECs) by building those permissions into the regulations.

Why it matters#
