Strengthen bank protections for seniors

Petitioners ask the Government to change banking regulations to require firms to scrutinize large cash withdrawals - especially by seniors with no withdrawal history - and to mandate staff training to detect and respond to senior-targeted fraud.

Why we would sign this petition

  • It would reduce seniors’ losses by prompting banks to flag and verify unusual large cash withdrawals, interrupting common fraud schemes before funds leave accounts.
  • Mandatory staff training would increase frontline recognition of fraud signs, leading to earlier intervention and better protection for vulnerable customers.
  • Regulatory requirements create consistent industry-wide practices, preventing gaps where some institutions might otherwise neglect senior-targeted fraud.

Why we wouldn’t sign this petition

  • Stricter questioning of withdrawals could delay or deny legitimate cash needs and frustrate customers who expect prompt access to their funds.
  • New regulatory and training mandates will raise banks’ compliance costs, which may be passed to customers via fees or reduced services.
  • Policies targeting "seniors" risk paternalism or discriminatory treatment, potentially treating capable older adults as less able to manage finances.

Official petition

Petition to the Government of Canada There have been alarming reports of an increase in bank-related fraud targeting senior citizens in particular, in which seniors are duped into making large withdrawals from bank accounts and giving the money to criminals; In 2024, the Canadian Anti-Fraud Centre processed 51,616 fraud reports from 36,199 victims defrauded of more than 648 million dollars; and Canadian financial institutions apparently do little to stem this tide of illegal activity. We, the undersigned, citizens and permanent residents of Canada, call upon the Government of Canada to: 1. Enact changes to banking regulations requiring financial institutions to be more diligent in questioning substantial cash withdrawals, especially those by senior citizens with no pattern of such withdrawals; and 2. Require financial institutions to train all employees who deal with the public to be aware of the signs of fraud aimed at seniors and to deal with them appropriately.
