AI summary
The petition, submitted by Canadian citizens and residents, states that since February 2022 Canada has committed over CA$26 billion to Ukraine (including over CA$13 billion in direct financial support and about CA$9 billion for military support) and cites several reports and publications alleging systemic corruption in Ukraine (including a 2021 European Court of Auditors audit, a 2023 book by Ron Derrickson, a U.S. Inspector General quarterly report for April–June 2026, and a New York Times investigation of 6 September 2026). Official petition
Petition to the House of Commons Since February 2022, Canada has committed over $26 billion in multifaceted assistance for Ukraine, including over $13 billion in direct financial support and $9 billion for military support, despite serious risks of corruption in Ukraine; The European Court of Auditors found in its audit report, dated September 23, 2021, that Ukraine has been plagued by grand corruption for many years; Grand Chief Ron Derrickson described widespread corruption in the economy in Ukraine in his 2023 book “Ukrainian Scorpions: A Tale of Larceny and Greed”; The U.S. Inspector General stated that “corruption in Ukraine remains a serious systemic challenge in areas such as defense procurement and energy, and even at the highest levels of government” in his quarterly report for April-June 2026; and The New York Times’ investigation, published on September 6, 2026, revealed that Ukraine’s military procurement system is rife with mismanagement, fraud, and waste. We, the undersigned, citizens and residents of Canada, call upon the House of Commons to: 1. Request the Office of the Auditor General audit all of Canada’s financial and military aid given to Ukraine since February 2022; 2. Appoint an independent Commissioner to investigate and publicly report on corruption in Canada's aid to Ukraine; 3. Establish a Parliamentary Committee with all-party representation to investigate corruption in aid to Ukraine; 4. Stop sending Canadian tax dollars and weapons to Ukraine; and 5. Cancel the 100-year partnership with Ukraine, one of the most corrupt countries in the world.
