Procurement launched for eastern section of Highway 413 and Highway 427 extension

What happened

• The province issued a notice of procurement for the design‑build of the east section of Highway 413 (from Highway 400 to west of The Gore Road) and the Highway 427 Extension (Major Mackenzie Drive north to Highway 413).
• A request for proposals (RFP) for that contract is expected later this fall.

Why it matters

• The contract covers roughly one third of the Highway 413 corridor and is described by the government as likely the largest procurement the Ministry of Transportation has issued.
• The project is projected by the release to support more than 6,000 jobs per year during construction and contribute over $1 billion to provincial GDP.

By the numbers stated in the release

• 11 interchanges planned across municipal roads.
• Up to 300,000 vehicles per day capacity projected.
• A 9.1‑kilometre extension connecting Highway 410 to Highway 413 (linking to Highways 407, 401 and 403).
• Ontario investment program of $31 billion for provincial highways, roads and bridges (not limited to this project).

Contracts already awarded (as stated)

• Construction manager for the Highway 410 Extension: Infrastructure Partners of Ontario (Miller Paving, GIP, Amico).
• Detail design for the Highway 413 central contract (including the 410 Extension): Parsons Inc. / Egis Canada Ltd. Joint Venture (awarded June 2026).
• Program management for Highway 413: 413 Continuity Partners (Aecom and WSP joint venture) (awarded July 2026).

Next steps

• The RFP for the east section and the 427 Extension will be issued later this fall; the procurement notice starts the vendor selection process.
