Black Women Equal Pay Recognition

Summary#

This concurrent resolution recognizes the wage gap between Black women and white, non‑Hispanic men and reaffirms support for equal pay. It is a statement by Congress and does not itself change existing law or create new programs. The resolution highlights data on the wage gap and names July 21, 2026, as Black Women’s Equal Pay Day.

• Main change: Congress officially recognizes the disparity in wages paid to Black women and reaffirms support for equal pay for equal work.
• Findings cited: The text says Black women working full time, year round are paid about 65 cents for every dollar paid to white, non‑Hispanic men and gives related statistics about lifetime losses, education, caregiving, and harassment.
• Policy goal: Raise awareness of the wage gap and its causes, and encourage attention to actions that could narrow it.
• Legal effect: The resolution is an expression of Congress’s views; it does not amend laws or create new benefits or penalties.

What it means for you#

• Black women: The resolution publicly acknowledges the wage gap and the harms the bill lists (lower lifetime earnings, caregiving burdens, higher rates of harassment). It does not provide direct payments, benefits, or legal changes.
• Workers generally: The resolution draws attention to factors tied to pay disparities, such as barriers to discussing pay, childcare access, paid leave, and workplace harassment. It does not change workplace rules or employer obligations.
• Employers and businesses: No new legal obligations or enforcement powers are created by this resolution. It could increase public and legislative attention to pay equity.
• Congress and policymakers: This formal recognition could make the issue more visible to lawmakers. The resolution itself does not require future action, but it could be used to justify or motivate later bills or hearings.
• Taxpayers / public services: There is no direct change to taxes, benefits, or public programs in the text of the resolution.

Expenses#

No publicly available information.

• The resolution itself does not create a new program or specify funding.
• Because it is a non‑binding statement by Congress, the text does not authorize new spending or set fees.
• Any staff time or printing related to the resolution would be routine congressional costs; the bill does not include a fiscal estimate.

Proponents' View#

• The bill appears intended to raise public and legislative awareness of the wage gap that Black women face.
• A possible argument for the resolution is that naming and measuring the problem is a first step toward policy solutions to reduce pay disparities.
• The bill highlights specific factors that could be addressed by policy, such as lack of childcare, limited paid leave and sick leave, workplace harassment, and restrictions on discussing wages.
• The resolution emphasizes that pay equity requires a multifaceted strategy that addresses both race and gender discrimination.

Opponents' View#

• One concern is that the resolution is symbolic only; it does not change laws or create enforcement mechanisms to reduce pay gaps.
• The bill does not specify any concrete policy actions, timelines, or funding to address the problems it describes.
• It is unclear whether and how this recognition will lead to measurable change in wages or workplace practices.
• The resolution lists many causes and harms but does not detail which specific legislative fixes, if any, Congress should pursue next.
