Summary#

This bill requires each Member of Congress to convene and attend at least 12 town halls in a calendar year. For Senators, the town halls must be held in the Senator's State. For Representatives, Delegates, and the Resident Commissioner, town halls must be held in the Member's congressional district. A "town hall" must be an in-person event open to the general public, free of charge, and run for at least one hour unless exigent circumstances shorten it. The bill requires public notice of the date, time, and city at least 4 calendar days before the event; if the precise location is not publicly listed, it must be provided to people who register interest. Public notice may be given by email, newsletter, social media, the Member's website, or other regular communication methods used by the Member. Town halls must meet Americans with Disabilities Act accessibility requirements. The Act takes effect at the start of the next Congress after enactment.
