Empowering Moms Act

Summary#

This bill would add a new subsection to section 511 of the Social Security Act to create and update a federal website called moms.gov as a resource directory for pregnant and postpartum women and women parenting young children. The Secretary must update the website within 1 year and may not delegate implementation below the Office of the Secretary. The site must include a clearinghouse of relevant resources, a ZIP Code based search that can filter by distance (1, 5, 10, 50, 100 miles), an assessment tool, and an option for users to consent to outreach by phone or email. The Secretary must invite each State to recommend resources, set criteria for which resources may appear, and offer grants to States to build or support systems that aggregate those resources. The website must provide services in languages other than English. The bill forbids listing or granting funds to "prohibited entities," defines which organizations are covered by that term, and specifies a wide set of "relevant resources" (including mentorship, health services, financial and childcare assistance, material and legal support, mental health and recovery services, prenatal diagnostic services, alternatives to abortion information, abortion risks, and child development information). The Secretary must report to Congress within 180 days after the website update on traffic, user feedback, resource gaps, improvement suggestions, and certify that no prohibited entities are listed or received grants. The report must exclude personal identifying information. The Secretary must also compile a public list of Federal funding opportunities for pregnancy support centers. The bill authorizes appropriations as needed for fiscal years 2027 through 2032.
