Project Turnkey Act

Summary#

The bill would create a federal program to help eligible organizations provide housing and shelter. Funds could support rent and utility assistance, supportive services, shelter repairs, and the purchase or conversion of vacant properties, including hotels and motels, into affordable housing or shelter. Eligible recipients would include state and local governments, public housing agencies, certain housing and nonprofit organizations, and community development financial institutions.

People who are homeless, at risk of homelessness, fleeing abuse or trafficking, or otherwise included in the bill’s definitions could be served through funded housing, shelter, or support services. The bill would provide funds to eligible organizations, not direct payments to individuals.

Expenses#

The bill would authorize $1 billion annually. Congress would need to provide the funds through appropriations. Appropriated funds would remain available until 2035. Up to $25 million could support technical assistance, and up to $50 million could cover federal administration and implementation.
