This bill would change parts of the Immigration and Nationality Act. It adds "Palestinian Islamic Jihad, or Hamas" to a listed set of groups and inserts "member" after "representative." It creates a new rule that any alien who "carried out, participated in, planned, financed, afforded material support to, or otherwise facilitated" any of the attacks against Israel initiated by Hamas beginning on October 7, 2023, is inadmissible. It also makes such aliens ineligible for any immigration relief under U.S. immigration law. The bill amends removal grounds to reflect the new inadmissibility ground and requires the Secretary of Homeland Security to give Congress an annual report, starting within one year of enactment, on the number of aliens found inadmissible under the new provision and the number found removable under the amended removal ground.
