Union Time Transparency

Summary#

The bill would require each federal agency to report every year on official time authorized for labor-related activities under federal law. Reports would include the time’s cost and purpose, employee pay and benefits, hours used, and expenses tied to bargaining, disputes, agency property, and other related activities. Agencies would post the reports online and send them to Congress. At least once every four years, the Government Accountability Office would audit agency accounting practices.

What it means for you#

The reports would be available on agency websites and would provide detailed information about official time and related agency expenses. The bill does not describe other direct effects on the public.

Expenses#

The bill does not provide cost estimates. It would require agencies to prepare and publish reports, and the Government Accountability Office to conduct audits.
