Stephen Hacala Poppy Seed Safety Act

Summary#

The bill would require the Secretary of Health and Human Services to propose limits for morphine, codeine, and other compounds contaminating poppy seeds within one year after enactment, and finalize the limits within two years. Poppy seeds above the limits would be considered adulterated under the Federal Food, Drug, and Cosmetic Act. The bill also says contaminated poppy seeds are not exempt from regulation under the Controlled Substances Act.

What it means for you#

If enacted, the bill would lead to federal limits on certain substances in poppy seeds. It does not set those limits itself. The bill is currently referred to the House Committee on Energy and Commerce.
