Protecting Life and Taxpayers Act

Summary#

This bill would bar federal funds from going to any entity unless the entity certifies that, while it receives those funds, it will not perform abortions and will not give money to any other entity that performs abortions. The ban applies to funds provided directly or indirectly, including through contracts and subcontracts. The bill creates exceptions for abortions that result from rape or incest, and for abortions when a physician certifies the pregnant person has a physical disorder, injury, or illness that would place the person in danger of death unless an abortion is performed, including life‑threatening conditions caused by the pregnancy. The bill defines "entity" to mean the entire legal entity, including any affiliated entities that control, are controlled by, or are under common control with it. The bill was introduced on January 9, 2025, and referred to the House Committee on Energy and Commerce.

What it means for you#

If an organization wants federal funding, it would need to provide a certification that it will not perform abortions and will not fund other entities that perform abortions during the funding period. The requirement covers the whole legal entity and covered affiliates. The certification requirement would apply to many forms of federal funding, including contracts and subcontracts. If an entity does not make the certification, the bill would prevent federal funds from being provided to that entity.
