Summary#
This bill would change the Congressional Budget Act of 1974. It adds a rule that makes it "not in order" to consider reconciliation measures, certain joint budget resolutions, or amendments and conference reports that do either of the following:
- reduce enrollment or benefits for people in the Medicaid program under title XIX of the Social Security Act; or
- reduce eligibility or benefits for households that participate in the Supplemental Nutrition Assistance Program (SNAP) under the Food and Nutrition Act of 2008.
The new rule would expire on January 20, 2029. The bill also makes a small conforming change to section 313(b)(1) of the Congressional Budget Act to reference the new rule. The bill was introduced in the House on April 9, 2025, and referred to the Committee on Rules and the Committee on the Budget.
