Stealthing Act of 2025

Summary#

The bill would let a person bring a civil lawsuit over removing a condom or another sexual protection barrier without the consent of everyone involved. The lawsuit could be brought when one of several listed connections to interstate or foreign commerce applies, or when the conduct occurs in a U.S. territory or certain U.S. waters. A court could award damages and other relief. The bill was referred to the House Committee on the Judiciary.

What it means for you#

If enacted, a person affected by conduct covered by the bill could seek relief through a civil lawsuit. The bill does not make a lawsuit automatic; the person would have to bring one, and a court would decide what relief, if any, is appropriate.

Proponents' View#

The bill’s findings say that non-consensual barrier removal violates autonomy, dignity, and trust, and can expose people to risks such as pregnancy and sexually transmitted diseases. The bill would create a way to seek civil relief.
