Trafficking Victims Prevention Reauthorization

Summary#

The bill would renew parts of the Trafficking Victims Protection Act for fiscal years 2025 through 2029. It would update how countries are placed on the Tier 2 watch list, require foreign assistance planning to account for trafficking risks during disasters, and clarify which aid may be withheld from governments that do not meet anti-trafficking standards. It would also add information about trafficking for organ removal to the annual report, make a printed report available to the public, and require the trafficking office director to report to the Secretary of State. Grants to end modern slavery would be awarded competitively and follow congressional notification procedures.

What it means for you#

The bill would make a printed copy of the annual trafficking report available to the public. It does not describe a direct service or benefit for individuals in the United States. It would guide certain U.S. foreign assistance and reporting related to human trafficking.

Expenses#

The bill would authorize $23,092,000 for each fiscal year from 2025 through 2029 for one set of programs, and $111,000,000 for each of those years for another set of programs. Of the latter amount, no more than $37,500,000 per year could support programs to end modern slavery. These are authorized amounts; the text does not state how much would ultimately be appropriated or spent.
