The COUNTER Act of 2025 would require the Director of National Intelligence to assess risks from China’s overseas military basing and send the assessment to Congress within 180 days of enactment. It would also require the Secretary of State, working with the Secretary of Defense and other senior officials, to send Congress a strategy within 180 days. The strategy must identify at least five locations of concern, describe agencies’ work and resource needs, and list actions the United States or its allies could take at each location. Within 90 days after submitting the strategy, State must establish an interagency task force to carry it out and consider ways to prevent new bases. State must review and report on the strategy at least every four years.
The bill directs federal agencies to assess and respond to potential Chinese military bases abroad. It describes no direct requirements or services for individuals.
The bill sets no funding amount. The strategy must estimate agency program and staffing needs and identify resource constraints. No publicly available information on total costs.
