Promoting Free and Fair Elections

Summary#

This bill would limit how federal agencies take part in voter registration and voter mobilization. It stops agencies from using their salaries-and-expenses funds to solicit or enter agreements with nongovernmental organizations to register voters or mobilize voters on agency property or agency websites. It also pauses use of agency funds to carry out activities directed by Executive Order 14019 until agencies submit specified reports to Congress, with a 180-day delay for some agencies. The bill requires heads of agencies to give Congress copies of any strategic plans under Executive Order 14019 or a signed certification that no plan was submitted, and to report on activities carried out under sections 3 and 4 of that Executive Order. The bill changes the Higher Education Act to bar Federal Work-Study jobs from involving registering or mobilizing voters on or off campus. It defines which agencies and congressional committees are covered. The rule on voter-registration agreements applies beginning in fiscal year 2025 and continuing thereafter.

  • Colleges and universities cannot use Federal Work-Study funds to hire students for voter registration or mobilization work on or off campus.
