Pray Safe Act of 2025

Summary#

This bill directs the Department of Homeland Security (DHS) to create a Federal Clearinghouse on Safety and Security Best Practices for Nonprofit Organizations, Faith-based Organizations, and Houses of Worship. The Clearinghouse must be established within 270 days of enactment. It will publish online best practices and recommendations, develop evidence-based tiers for those practices, list and link to federal grant programs and application guides, provide a designated point of contact and training materials, collect user feedback and analytics, and update its contents at least annually. The bill requires DHS to notify many State and Federal partners about the Clearinghouse. The Comptroller General must report to Congress on the state of federal grants for safety and security for these organizations. The Act sunsets (ends) 4 years after enactment. The bill also states that nothing in it changes obligations under title II of the ADA or title VI of the Civil Rights Act.

What it means for you#

  • If you operate or attend a nonprofit, faith-based group, or house of worship, the Clearinghouse would provide a single online place to find safety guidance, checklists, training materials, and links to federal grants.
  • The Clearinghouse will include a designated contact to help organizations with information and grant questions.
  • State and Federal security advisors, fusion centers, and other officials will be notified about the Clearinghouse so they know it exists and can coordinate.
