Federal Emergency Management Continuity Act

Summary#

During a lapse in appropriations to FEMA, the bill would require the agency to keep obligating and paying out available funds in the Disaster Relief Fund for covered disaster relief, emergency assistance, and recovery programs. Employees needed for those activities would be treated as excepted employees and could not be furloughed or laid off because of the lapse.

What it means for you#

Eligible disaster assistance and recovery programs could continue using funds already appropriated and still available, even during a lapse in FEMA appropriations. The bill does not change which programs qualify for assistance.

Expenses#

The bill covers funds already appropriated to the Disaster Relief Fund and still available to spend. It does not specify additional costs.
