RCORP Authorization Act

Summary#

This bill adds a section to the Public Health Service Act to maintain the Rural Communities Opioid Response Program (RCORP). The Health Resources and Services Administration (HRSA) will run the program and award grants or cooperative agreements to eligible entities to establish and expand prevention, treatment, and recovery services in areas the Secretary defines as rural. Eligible uses include planning, building coordinated networks, using evidence-based care models, responding to emerging substance use issues, and providing technical assistance and evaluation. Grants cannot be used to buy or improve real property. Eligible entities include States, Indian Tribes or Tribal organizations, State offices of rural health, and other domestic entities. Grant awards may run for up to 5 years, and the Administrator may fully fund a grant at the time it is awarded. Applications must describe how the local rural population will be involved in developing and running the activities.
