WISER Act of 2025

Summary#

The WISER Act would create programs for certain women veterans who served between April 27, 1951, and February 23, 1976. Eligible veterans could apply for an upgrade to their discharge status and a one-time $25,000 compensation payment. The bill also sets out eligibility presumptions related to involuntary separation under Executive Order 10240, pregnancy, birth, or child custody.

What it means for you#

A qualifying veteran would need to apply for the programs. A surviving spouse could apply for the compensation payment if the eligible veteran dies after the Act’s enactment. If a veteran receives a discharge upgrade, the Department of Veterans Affairs would treat her as having completed her assigned duty when providing benefits under its laws.

Expenses#

The compensation program would pay $25,000 once to each eligible participant. The bill authorizes appropriations as necessary for that program. The discharge upgrade program would depend on amounts made available in advance through appropriations.
