This bill requires public housing agencies that have a court-appointed receiver or a Federal monitor to send an annual notice to the Secretary of Housing and Urban Development. The notice must say whether a receiver or monitor is still appointed as of October 1, list when the receiver or monitor was first appointed, give a projected end date if known, and name the current receiver or monitor.
The bill also requires the Department of Housing and Urban Development Inspector General to provide a written analysis to certain congressional committees within 180 days after a committee requests it. That analysis must cover: the agency's compliance with agreements made with HUD; actions taken by the receiver or monitor and any private development partners, including any gaps in oversight; the physical condition of the agency's housing and compliance with health and safety rules; allegations of waste, fraud, abuse, or violations of Federal law by employees or contractors; any other relevant information the Inspector General decides is necessary; and recommendations to improve compliance or oversight.
The bill defines covered public housing agencies as those for which a receiver or Federal monitor was appointed, and defines the Secretary and Inspector General as HUD officials.
If a public housing agency in your area has a receiver or Federal monitor, that agency must send yearly information to HUD about the monitor or receiver. Members of the House Committee on Financial Services or the Senate Committee on Banking, Housing, and Urban Affairs can ask the HUD Inspector General for a review of the agency. The Inspector General must complete that review and provide findings and recommendations within 180 days of the committee's request.
