This bill amends the Help America Vote Act of 2002 to set minimum rules for telling voters when their polling place changes. If a registered voter is assigned to a different polling place than the last federal election, the state must notify that voter at least 7 days before the election. Notices must be sent by mail, telephone, and, if available, text message and email. The state must also post a general notice on its website, on social media (if available), and put signs at the prior polling place.
If a change is made fewer than 7 days before the election and a voter shows up at the old polling place, the state must make every reasonable effort to let that person vote the same day. In places that use vote centers (no fixed assignment to a specific polling place), officials must notify each eligible voter of all locations where they may vote not later than 2 days before early voting begins.
When a location that served as a polling place is closed for the next federal election, the state must post signs at that former location on election day and during any early voting period. Those signs must say the location is not serving as a polling place; list the polling places serving the jurisdiction; give the name and address of any substitute polling place for the same precinct and directions from the old place to the new one; and provide contact information (telephone number and website) for the election official. The bill also requires these notices to meet the language requirements of section 203 of the Voting Rights Act. The rules apply to elections held on or after January 1, 2026. The bill also makes a small conforming change to an existing Help America Vote Act provision to reflect the new effective date.
