The Secretary of State must certify by September 30, 2027, and annually thereafter, whether assistance funds were used for any of these activities and must report details when they were. The measure adds reporting requirements to existing foreign assistance reporting to describe detention of children, property seizures, and settlement activities and to assess compliance with United Nations Security Council Resolution 2334 (2016). It also directs annual GAO reports on offshore procurement in Israel, including which programs and items were funded, compliance with procurement rules, end-use monitoring, and analysis of effects on Israel's military budget and economy since 1991.
