SNAP Fraud Reporting Act

Summary#

This bill, the SNAP Fraud Reporting Act of 2026, would require every State to give the U.S. Department of Agriculture (the Secretary) detailed data about fraud in the Supplemental Nutrition Assistance Program (SNAP).

Key requirements from the bill text:

  • Initial data: Within 180 days after the bill becomes law, each State must submit SNAP fraud data for the most recently concluded five fiscal years. The data items listed include: number of open investigations; total fraud cases and total dollar amounts (including card skimming and cloning); types and counts of enforcement actions; recovery amounts; and, for fiscal years after enactment, counts and benefit amounts for disqualifications involving deceased identities or improper social security numbers.
  • Ongoing data: Starting in 2028, and each year after, States must submit the same kind of data for the most recently concluded fiscal year no later than 60 days after October 1.
  • Enforcement: If a State fails to provide the data on time, the Secretary must withhold SNAP administrative funds from that State until the data are received.
  • Reporting: After receiving the required State data, the Secretary must publish a report of findings online and send it to Congress. The initial report is due within 180 days after all initial data are received; similar reports are due after each year’s data are collected.

The bill was introduced in the House and referred to the Committee on Agriculture.
