DPA Workforce and Skilled Labor Act

Summary#

This bill amends section 303 of the Defense Production Act of 1950 by adding a new subsection. Under the new rules, federal agencies with DPA authority must identify workforce and skills gaps that affect the domestic industrial base for national defense. Agencies that give financial assistance under Title I or related DPA authorities may direct recipients to use part of the assistance to recruit, train, place, or retain workers in defense‑critical occupations tied to the funded work. Recipients must keep records of performance standards for workers who are recruited, trained, placed, or retained with that assistance. Agencies must also include in the Defense Production Act Committee's annual report a discussion of the identified gaps and use-of-funds authority, plus short‑term and long‑term recommendations to reduce those gaps, including recommendations on workforce training programs and apprenticeships. The bill also makes a minor textual correction to the short title wording of the Defense Production Act.

What it means for you#

  • Federal agencies with DPA authority will look for and report on workforce and skills shortages that affect defense-related production.
  • Organizations that receive DPA financial help could be told to use part of that money to hire or train workers for defense‑critical jobs connected to the funded project.
  • Those organizations would need to keep records of the performance standards for the workers supported with DPA funds.
  • The annual DPA Committee report will include agency discussions and recommendations about workforce gaps and training, including apprenticeships.
