DPA Advanced Procurement Act

Summary#

This bill directs the Comptroller General (GAO) to study how federal agencies use authorities under the Defense Production Act (DPA) to procure and stockpile long-lead items. The GAO must submit the study within 1 year of the bill's enactment to the House Committee on Financial Services and the Senate Committee on Banking, Housing, and Urban Affairs. The study must examine current procurement and stockpiling practices for DPA-related long-lead items, identify ways agencies can better coordinate, and offer legislative recommendations, including possible amendments to the DPA. The bill also makes a minor textual correction to the short title language of the DPA. The bill was introduced by Representative Cleo Fields on March 27, 2026, and referred to the House Committee on Financial Services.

What it means for you#

The bill does not directly change how agencies buy or hold supplies now. Instead, it requires a one-year GAO review that may lead to suggested changes in law or practice. If you follow defense industrial policy, procurement, or emergency stockpiles, this study could produce recommendations that affect future rules or funding decisions.
