This bill adds a new section to chapter 83 of title 5 of the U.S. Code. It would stop payment of annuity or retired pay to a Member of Congress, and the survivor or beneficiary of that Member, when the Member is convicted of certain crimes committed while serving in Congress. The payment ban starts after the earlier of the conviction date or the date the person stops being a Member. The bill lists covered offenses: rape; sexual assault; sexual abuse of a minor; participating in a venture that causes someone to engage in a sex act for value; crimes of violence as defined in 18 U.S.C. 16; certain offenses under specified chapters of title 18 (including bribery, embezzlement, fraud, obstruction, and election-related crimes); and violations of the Federal Election Campaign Act. The bill also lets the House where the Member served bar annuity or retired pay if the House determines, under its rules, that the Member engaged in sexual conduct with an officer or employee supervised by that Member. The new section takes effect on the date the next Congress begins after the bill becomes law and applies to convictions, determinations, and terminations after that effective date. The bill also updates the chapter 83 table of sections. It was introduced April 21, 2026, and referred to the Committee on House Administration and the Committee on Oversight and Government Reform.
