This bill creates a new federal grant program run by the Secretary of Health and Human Services through the Health Resources and Services Administration (HRSA). HRSA would award grants, contracts, or cooperative agreements to entities that run approved graduate medical residency programs that provide training in sexual and reproductive health, including abortion care. Grants must serve health care professionals who, because of a covered State abortion law, must go to a different State to get that training. Recipients may use funds to establish, expand, or support those residency programs and to reimburse travel and related expenses for trainees. The bill defines a covered State abortion law as a State law that limits an individual's access to abortion care or a provider's ability to provide abortion care. It authorizes $10,000,000 for each fiscal year 2027 through 2031 to carry out the program.
