Veterans Access to Direct Primary Care

Summary#

The bill would create a five-year pilot program for veterans enrolled in the Department of Veterans Affairs patient enrollment system. Participants could use an annual veteran health savings account to pay for primary care through a non-VA direct primary care arrangement, including related fees, medical services, and medicines. While participating, a veteran could not receive VA medical care for services included in that arrangement. The VA would set account amounts with help from an actuarial service, prevent misuse, and report on the pilot. The pilot would begin one year after enactment.

What it means for you#

An enrolled veteran could choose to join the pilot and use an account for qualifying direct primary care services. Choosing the account would mean giving up VA care for services covered by the direct primary care arrangement during participation. The bill does not specify which providers would take part or the amount each account would receive.

Expenses#

The bill provides that needed amounts would come from funds otherwise authorized for the Veterans Health Administration. It does not state a specific account amount or total cost.
