Consideration of Workplace Time-to-Contract

Summary#

This House resolution sets the rules for when and how the House will consider a separate measure that would accelerate workplace "time-to-contract" under the National Labor Relations Act. It says the House must begin consideration immediately after the resolution is adopted. All points of order against considering the measure and against provisions in the measure are waived. The measure is to be considered as read. Debate is limited to one hour, split equally and controlled by the chair and ranking minority member of the Committee on Education and Workforce (or their designees). The resolution allows one motion to recommit. It also says clause 1(c) of rule XIX and clause 8 of rule XX do not apply to this consideration. Finally, the Clerk must send a message to the Senate that the House has passed the measure no later than three calendar days after passage. The resolution was submitted by Mr. Norcross.
