Consideration of Ukraine Support Bill

Summary#

This resolution directs the House to begin immediate consideration of H.R. 2913, a bill to authorize support for Ukraine. It waives all points of order against both considering the bill and against provisions inside the bill. The resolution says the bill is considered as read. It orders the previous question for final passage, except it allows one hour of debate (divided equally and controlled by the chair and ranking minority member of the Committee on Foreign Affairs or their designees) and allows one motion to recommit. The resolution also states that clause 1(c) of rule XIX and clause 8 of rule XX will not apply to consideration of H.R. 2913. Finally, the Clerk must send a message to the Senate that the House has passed H.R. 2913 no later than one week after passage.

What it means for you#

This is a procedural rule. It sets how the House will debate and vote on H.R. 2913. Specifically, it removes usual points-of-order challenges, limits debate to one hour split between designated committee leaders, permits one motion to recommit, and requires a notice to the Senate within a week if the House passes the bill.
