The bill would create a fund for Title X clinics that provide family planning services. For each fiscal year from 2026 through 2035, it would provide $512 million for grants and contracts and $50 million for clinic construction, renovation, and equipment. Funding would remain available until spent. Clinics receiving this funding would have to provide nondirective pregnancy counseling and, when requested, neutral information about pregnancy options. The bill also limits reasons for excluding an organization from a subaward program.
If a Title X clinic receives funding under the bill, patients with a positive pregnancy test would have to be offered information and counseling about prenatal care and delivery, infant care, foster care and adoption, and pregnancy termination. Patients could request neutral information and counseling about these options, including referrals. They could decline information about any option.
The bill would appropriate $512 million each year for grants and contracts, plus $50 million each year for clinic infrastructure, for fiscal years 2026 through 2035. The funds would remain available until spent.
