Youth Substance Use Prevention Act

Full Title:
Youth Substance Use Prevention and Awareness Act

Summary#

This bill adds a new allowed use for grants under section 3021(a) of the Omnibus Crime Control and Safe Streets Act of 1968 (34 U.S.C. 10701(a)). It allows grants to develop, implement, or expand research-based public service announcement (PSA) campaigns aimed at preventing substance use by youth. Allowed PSA formats listed in the bill include television, radio, print, outdoor, and digital media, and public service announcement contests that solicit youth submissions. The Attorney General must publish an annual report on grants awarded for these PSA campaigns. The report must describe each grant and campaign, the research used to develop the campaign, any regional or geographic messaging, how the campaign supports other prevention initiatives or the grantee's strategy, and an evaluation of the campaign's success (for example, effectiveness at reducing youth drug use rates).

What it means for you#

Organizations that apply for or receive grants under 34 U.S.C. 10701(a) may be able to use those grant funds to run youth-focused PSA campaigns in the media types named in the bill and to hold PSA contests for youth. Grant recipients will need to provide information for an annual Attorney General report about the campaign, the research behind it, regional messaging, how it fits with other prevention work, and how the campaign was evaluated.
