North Topsail Beach Map Amendment

Summary#

This bill tells the Secretary of the Interior to change a federal coastal map. Within 30 days after the bill becomes law, the Secretary must remove from Unit L06 of the John H. Chafee Coastal Barrier Resources System each parcel inside the town of North Topsail Beach that local zoning ordinances designate for uses other than conservation as of the date of enactment. The bill defines "local zoning ordinance" as the town's zoning rules in effect on the enactment date and clarifies the change applies only to areas of Unit L06 inside the town. The map to be corrected is part of the CBRS maps dated November 25, 2024. The Secretary must treat each removed parcel as meeting a specific CBRA criterion referenced in the bill.

What it means for you#

If you own or manage property in the town, parcels that the town's zoning rules mark for uses other than conservation will be excluded from Unit L06 on the federal CBRS map once the Secretary updates the map. If your property remains designated for conservation, this bill does not change that. This bill only addresses mapping for the specified unit and town.
